History of Chad Brown Health Center

Chad Brown Health Center is a not-for-profit community health center, founded in 1968 by a group of community physicians who perceived a lack of access to primary care in one of the city’s poorest neighborhoods, the Chad Brown/Admiral Terrace/Sunset Village Housing Development. We are the only community health center in RI physically located in public housing, giving unparalleled proximity and access to a population we serve.

  • Our mission is simple and direct: to provide quality comprehensive health care to all patients, regardless of ability to pay.
  • Our WIC program, serves the nutrition needs of our community, promoting health lifestyles through healthy eating for children birth to age five and pregnant women.
  • Our Family Resource Counselors are trained to assist uninsured applicants with insurance applications and to make referrals for them to food stamps, child care and other needed resources.

In response to our patients’ needs, we are open for evening appointments and have adopted an OPEN ACCESSappointment system, enabling our patients to schedule appointments the same day they call.

Chad Brown works cooperatively with all hospitals and private practitioners to ensure a full spectrum of comprehensive health care services to all patients. It meets all community health care standards as established through the Bureau of Primary Care and the Department of Public Health and enjoys partnership activities in the delivery of services such as childhood immunizations, lead testing and HIV/AIDS counseling and testing. Chad Brown has scored in the 90th percentile in patient satisfaction in the Neighborhood Health Plans of Rhode Island quarterly evaluations.

Relationships with pharmaceutical companies have been established and Chad Brown receives substantial medication samples for distribution to uninsured sliding fee scale patients.

Volunteer programs have been established with Board members, Providence College, Brown University Medical School, Rhode Island College, and the University of Rhode Island to assist with outreach, education, and marketing. A reading program for children, Reach Out and Read, has made books available for children who come to the clinic or to the WIC program.

The health center is now seeing fourth and fifth generations of families and the level of trust established with patients is irreplaceable. As a center whose philosophy is based on Family Medicine, treatment goes well beyond vital signs and prescriptions. The psychological well-being of every individual is consistently addressed and provides for comprehensive, quality care vs. adequate care. Our patients know they are valued by all staff.

Providence, RI (October 15, 2007) – Dr. El Rayess, Medical Director of Chad Brown Health Center and the Chad Brown clinical care team was recognized on October 10th, 2007 for excellence and quality in patient care at the 4th Annual Celebration of Healthcare Quality in Rhode Island. The award highlighted the health center’s Screening Mammography Program.

According to American Cancer Society: Breast Cancer Facts and Figures 2005-2006, breast cancer affects 1 in 6 women over a lifetime and is the second most common cause of death in women.  Using an electronic ‘provider alert’ in patient’s electronic medical record, the Chad Brown clinical team was able to significantly increase the center’s mammography screening rate.  Patient outreach and booking mammogram appointments while patients were still on-site also helped increase the rates. Through Chad Brown’s program, having a mammogram in the last two years increased from 41% to 51% and ever having had a mammogram increased from 51% to 63%.

“At Chad Brown Health Center, we are firmly committed to providing excellent, quality care to our patients,” said Fadya El Rayess, Medical Director. “This means using innovative strategies to overcome the barriers that our patients face. Towards this end, Chad Brown was the first health center in RI to adopt an Electronic Medical Records (in the Spring of 2004).  We also work to get as much done as possible at the time of our visit including booking appointments for mammograms before our patients leave.”
